Bilateral Relations Between Ukraine and Cyprus: Anchored in Shared Christian Values and Principles

As Ukraine marks its ongoing journey of resilience amid unprecedented challenges, it is fitting to reflect on the enduring partnership with the Republic of Cyprus—a relationship that exemplifies mutual respect, solidarity, and a deep-rooted commitment to shared values. Since my appointment as Ambassador in 2020, I have had the honor of nurturing these ties, which have grown stronger in the face of adversity.  Diplomatic relations between our two nations were formally established on February 19, 1992, shortly after Ukraine’s independence, laying the foundation for a partnership built on trust and cooperation.

A History of Mutual Support and Cooperation

The bilateral relationship between Ukraine and Cyprus spans over three decades, evolving from initial diplomatic recognition to a multifaceted alliance encompassing political dialogue, economic collaboration, and cultural exchanges. Cyprus recognized Ukraine’s independence on December 27, 1991, and the subsequent protocol on diplomatic relations marked the beginning of formal ties.  Over the years, this partnership has been reinforced through numerous agreements, including those on trade, investment, and humanitarian cooperation. 

Economically, Cyprus has long been a significant investor in Ukraine, with historical ties facilitating business relations even before the current geopolitical tensions. The Double Tax Treaty signed in 2012 has further encouraged investment flows, highlighting Cyprus’s role as a gateway for Ukrainian enterprises into the European market.  Politically, our nations have stood shoulder to shoulder on international platforms, advocating for territorial integrity and the rule of law. Cyprus’s experience with division and occupation resonates deeply with Ukraine’s current struggles, fostering a unique empathy that strengthens our bond. 

In recent years, Cyprus has demonstrated unwavering support for Ukraine amid Russia’s full-scale invasion. From providing humanitarian aid to endorsing EU sanctions against aggressors, Cyprus has been a steadfast ally.  High-level engagements, such as meetings between our foreign ministers and discussions on EU integration, underscore this commitment.  As Ukraine advances toward EU membership, Cyprus’s upcoming presidency of the Council of the EU in 2026 offers new opportunities for collaboration, including on issues like migration, energy security, and regional stability. 

Shared Christian Values: A Foundation of Unity

At the heart of our bilateral relations lies a profound connection through mutual Christian values and principles, which serve as a moral compass guiding our interactions. Both Ukraine and Cyprus are predominantly Orthodox Christian nations, with Eastern Orthodoxy in Ukraine and Greek Orthodoxy in Cyprus forming the spiritual backbone of our societies.  These shared religious traditions emphasize principles such as peace, justice, human dignity, and compassion—values that have been tested and affirmed in times of crisis.

In Ukraine, Christianity has played a pivotal role in fostering national unity and resilience, particularly during the ongoing war. The Ukrainian Christian Movement, launched in 2025, promotes active civic engagement, moral integrity, and a pro-family culture, aligning with broader efforts to uphold ethical standards in society.  Similarly, Cyprus’s Christian heritage, rooted in its ancient apostolic traditions, underscores a commitment to protecting vulnerable communities and promoting interfaith dialogue. 

Our mutual adherence to Christian principles has manifested in joint initiatives, such as humanitarian efforts to aid persecuted Christians worldwide. These values also inform our stance on global issues, including the pursuit of just peace in Europe. As articulated by the World Council of Churches, true peace requires justice, tolerance, and mutual understanding—ideals that both our nations champion. 

The parallels between our historical experiences further amplify these shared principles. Just as Cyprus has endured occupation and division since 1974, Ukraine faces aggression that threatens its sovereignty. Yet, in both cases, faith has been a source of hope and solidarity. Ukrainian Christians have chosen to stand with their people, embodying the biblical call to share in suffering rather than yield to injustice.  This shared ethos of resilience and moral fortitude binds us, reminding us that our partnership is not merely diplomatic but deeply spiritual.

Looking Ahead: A Partnership for the Future

As we navigate the complexities of the modern world, the bilateral relations between Ukraine and Cyprus remain a beacon of hope. Grounded in over 30 years of diplomatic history and enriched by our mutual Christian values, this alliance promises continued growth in areas like economic recovery, cultural exchange, and security cooperation.  Cyprus’s support for Ukraine’s EU aspirations and our joint advocacy for peace reflect a forward-looking vision.

In conclusion, our nations are united not only by geography and politics but by a profound commitment to Christian principles that promote unity, justice, and compassion. As Ambassador, I am optimistic that this partnership will flourish, contributing to a more stable and prosperous Europe. Together, Ukraine and Cyprus can exemplify how shared values transcend challenges, fostering a legacy of enduring friendship.
